MATURATION OF PROJECTS

Preparation & Organization

  • Diagnostic report on business development prospects of the organization.
  • Participation in creating business cases & value propositions, considering factors such as business strategy, expected competition, cost benefit analysis, technological capabilities of the organization.
  • Formulation of project selection methodology with respect to available financial tools and the selected business cases.
  • Identification of new business opportunities and formulation of corresponding strategies to attract potential customers.
  • Matching business cases to specific funding instruments.
    Creation of an action plan to promote business cases to key stakeholders, considering factors such as available funding instruments, e-government strategy, National Digital Policy and other reference policies in ICT sector.
  • Organization and operation of a Project Management Office (using the PMIS methodology) tailored to the organization.

Networking

  • Identification and facilitation of potential collaborations between key stakeholders in the ICT sector.

Public Consultations

  • Systematic monitoring of Public Consultations and RFP publications issued by public organisations.
  • Assessment of opportunities through the selection methodology that has been developed.
  • Submission of proposals in the context of public consultations, on one hand to ensure the eligibility of customer participation and on the other hand to improve its position relative to the competition and protect its interests.

  • Implementation of the Action Plan for the promotion of selected business models through targeted meetings / contacts and training related texts (presentations, briefs, invitations drawings).

PROCUREMENT STAGE

Tender preparation

  • Evaluation of competitions in terms of eligibility for participation on the basis of agreed selection criteria
  • Define and highlight the minimum requirements for participation and tender specifications. Focus on points that can prove to be important to create a competitive advantage
  • Creation of a Project Management Plan in relation to the required actions, risks, costs, timing etc
  • Preparation and submission of clarification questions to Contracting Authority
  • Supervision and support of the bidding process in tenders, including those conducted through the ESDIS platform
  • Advising on conditions of participation issues, specifications and cost
  • Final offer quality control (administrative, technical and financial)

Evaluation of Competitions

  • Forming answers to requests for clarification from the committee
  • Study, identifying and highlighting issues (advantages and disadvantages) presented in competitive offers
  • Preparation and submission of memoranda to the evaluation committee
  • Preparation of possible appeals or other means to be decided about the judicial protection of the company

  • Ensure implementation compatibility of the project with the contractual terms, time limits and control procedures
